There is no single tool to "load" ISA, since it's not limited to a single or 
small set of protocols.
You can use the WM load simulator, the Exchange load simulator, scanline, etc.  
to emulate different traffic profiles through ISA until it falls over, but the 
most useful testng is that which simulates your own customer traffic.
