No offence taken :)  Actually, Microsoft is our consultant.  We have
250,000+ users worldwide.  At one point we had the largest Exchange network
in the world (I think we're down to #4 or 5 now) and were one of 5 companies
on the Exchange 2000 development team.  Believe me, we're tight with MS :)

No offence intended, but your company might want to seriously think about
bringing in a consultant to review the whole AD design.

What you are posting is one problem. I bet you have others.
