ISA2004 - Routing Question

Scenario.

2 NICS in box

WAN1 is public ip
LAN has 2 ip's (10.1.1.29/255.255.255.0) (10.4.1.29/255.255.255.0)

From the ISA box, I can ping devices on both 10.1.1.x and 10.4.1.x

From a vpn I can ping ip of the isa box and the 10.1 network.. But not the
10.4.

Do I need to add rules since they are on the same nic?
