ISA rules causes excess usage of cpu and memory

Sudenly I have a problem that ISA rules uses more cpu (100%) and memory
(grow till ...... ) that commom (of course when I able them). Could be ONE
or more rules that this thing appears.. works.. but i think its not good
use all resources of server. without isaserver works it uses 75%, but low
memory.. i installed sp1 and all hotfixes.. any suggest?
