ISA and NLB

I have two remote sites that is secured using a pair of ISA servers , load
balanced using NLB.
now i want to make a VPN solution for the two sites using the local/remote
wizard..
However i dont know how to start this configurations as i have two NLBed
ISA servers , from which should i start the wizard and also have i to
configure both the NLB servers or not?
could u plz clarify the installation steps as im very confused about it
