I am not sure how much weight it carries, but I was told during my
training that you should apply service packs for whatever you are
running in date order. But then again, that was primarily regarding
WinNT 4.0 server.

And maybe try reapplying win2k SP3 after applying ISA sp1.

You might want to look at Q311777. Not sure is that is the problem but
it is related to Server Publishing and NLB.

I am writing to let every one know that I have had a problem with ISA
Server SP1 and w2k SP3.  The sequence of installation is as follows

1. Install Win2k

2. Install Win Sp3

3. Install ISA Server

4. Install ISA SP1

5. Configure Mail publishing rule

The server publishing rule does not work at all.

6. Uninstall ISA SP1

Server publishing rule start working

Any suggestion?
