Use Network Monitor (or your favorite packet-capturing tool) at the client.
Start the capture before the event and stop it after the event occurs.

Do you have a capture of this event?
It's impossible to say if it's ISA or the browser screwing that up
without one.

I client of mine needs to connect to a government site to handle online
vehicle license renewals.

The necessary certificate was downloaded and installed ....all ok there.

When trying to connect to the HTTPS site IE just says;

"The Web Page cannot be found

The we"

I checked with the necessary department for any not standard SSL ports
and all they are using is 443.

SSL is enabled on ISA 2000 for outbound on 443 and inbound on 8443

Logged in user on client PC has an all access protocol rule and also has
firewall client enabled.

Any ideas
