It gets imported into a web listener, not the pub rule.
 
Create a new listener for your site.

I have published my web server (same machine with ISA 2004). In my
publishing rule when I check: Use a certificate to authenticate the SSL
Web server I am getting error: THERE IS NO CERTIFICATE CONFIGURED ON
THIS SERVER.

 

Under IIS console I successfully import the certificate. My certificate
server is on internal network.

Any help please.
