you were right Geldrop Dr. Tom's answer was right as always(there was a rule of 
anonaynous access which was allowing them to access). i got the rid of that 
problem.

You got the scenario other details what you asked
What is (not) happening? : webproxy clients are not being redirected by site 
and content rule while firewall clients are.
should (not) be happening? : i want my ISA server to redirect webproxy clients 
also as it is redirecting firewall clients.
How are your clients signing on? the default behaviour(and it's workgroup with 
no AD), what was during the installation of ISA 2000. (No certificate 
authentication).

Other details of scenario : default "Allow Rule" in site and content rule is 
enabled.

Me replying quickly often just implies I have nothing to do at work at that 
moment. ;)

Regarding your question:

What difference is there between your firewall client config and the web proxy 
clients browser's config ? In a nutshell (don't kill me if I'm wrong, Tom, it's 
been a while since I dove into the clientside :P ), a web proxy client is a 
manually configured client that can have the same setting as the firewall 
client. (yes, I know there are differences regarding the communications between 
a FW client and a normal client, but when it comes to site and content rules 
it's pretty similar). So if you see a difference between their behaviour, you 
might want to have a look at the web proxy client config.

Give us some more info, please. What is (not) happening that should! (not) be 
happening ? How are your clients signing on ? Etc. Etc.

Using ISA 2000, unless I'm mistaken ?

you are replying very fast to everyone and also in detail.
i asked couple of weeks ago a question which is really basic one(not for
me!) please guide me through it and also if you have any article or any
other link about it please send it to me
Question :
i created site & content rule for the clients but that is only applicable
on firewall clients not webproxy clients WHY?(i think it's the
authentication problem or may be anyother) i need any good link that
guides me through where the problem exists in my scenario and what's the
solution. (Help of ISA doesn't guide me properly!)
