Have you run the wizard on SBS for Internet connection, Do that and check your 
DNS etc.

Hello,

We have SBS, ISA and Exchange on same server. When Exchange is published with 
server publish wizard, packet filters are created. With this configuration we 
can send, but not receive emails, and telnet server.domain.com 25 has no reply.

When we manually created server publish rules (5 of them for Exchange), telnet 
works, but no sending and receiving, and messages are stuck in SMTP queue.

A and MX records are created.
