Exchange and ISA on same server

I'm having to install ISA server and Exchange 2000 on the same server but I
am having a problem with out going port 25 smtp mail.
In its simplest form I have:
ISA set to dedicated (it has been tried in secure and limited)
Protocol rules are set to All Allow for All users.
smtp packet filter has been set for incoming smtp (and this works)
I can not telnet out on port 25 from the server, or workstations. But I can
for some reason send mail via outlook express on an internal notebook via
the ISA server.
Can anyone suggest where I could start looking. Ive gone though all of the
faqs that I can find. I am in the right direction and can not see what I
have done wrong. I have qiped and tried 3 times to reinstall.
Server is Win2k SP2, Exchange 2000 SP2, ISA Server SP1
