Controllingout going ports access by destination sets ?

Hi all,
Maybe someone a solution for this one, or a suggestion of 3rd party
plugings.
I have a group of users the have HTTP access to all destinations
I want the same users to only have POP3 access to pop3.domain.com (example)
I have not been able to figure out on a per protocol basis to bind to
destination sets.
