Hello Tom,

What happens if two companies are trying to use the same port at the
same time?  Is one application put on hold until the port reopens?

I've never used it or tried to make it work, but here's something from
John Munyan that might help:
 
Ensure sock application filter is active. 
Create new protocol rule 
Primary port 21 in 
Secondary port 1117 through 5190 in
Secondary port 41000 through 51000 in
