To tell the truth, I am confused as well:-)

Maybe the dude has scenarios that fall outside those described in your book, 
although your book is spot on for me.

This book seems to be written in the form of how the author would configure an 
ISA Server. I personaly purchase IT based books strictly as reference manauls 
for my career, and this book leans more towards a "senarios" slant.
