[invitrom] Dir 2010/63/EU is now published and translated

The new Directive 2010/63/EU on the protection of animals used for
scientific purposes has been published on the 20th October. The
directive will enter into force 20 days after its publication. Deadline
for transposition into national legislation is 10 November 2012. Member
States must apply the provisions as of 1 January 2013.
