1. I stopped the MailScanner and sent the mail. Still it didn't reach
2. reg Outlook rules - The mail didn't reach the mail box of this user, i.e.,
/var/spool/mail/amjad didn't show any trace of this mail.

If it says sent for jagan its no longer a sendmail problem
check the mailscanner, bayes etc logs for what's swallowing the email
and check if the email is getting routed to a bulk folder
or check if his outlook has some kind of rule that's swallowing the email
