yes you are right. for that u must have a BSNL First Hand Connection
One more thing, its all dialup connection. the one i am telling is
connection based on ethernet cable in residential areas.
two of my friends are utilising it.
i dont have luck since that facility is not available in adyar.

I think BSNL an offer of paying a flat Rs.400 per month and not been
charged for phone usage while online. this means that only ISP charges
will be applicalble. this might be something you could consider.
