May be under some clause like this is not a proper tender
since it blocked
all but one company to begin with?
It is little tricky. Tendering is about how many suppliers/quotations you get
and not about how many manufactures.
I have raised this in my office(off course no use, falls on deaf ear). Normally
specification should not have brand name. In case it has what is called
Proprietary Article Certifcate (PAC) should be issued. PAC means the person
drawing specification certifys that there is only one brand that is suitable
for the present purpose.
In the present case since syllabus has Windows they can justify inclusion of
the same. And we are justified in requesting Linux, by the same logic as Linux
is also part of the syllabus.
