If the telnet service on?
Try: #chkconfig --list telnet
If it is off then, open the file /etc/xinetd.d/telnet
change the line:
disable = no to disable = yes
Then
# service xinetd restart
If this doesn't work. Check your firewall.
First try disabling it: #iptables -F
