Looks like many topics suggested here can better be put under a
"GNU/Linux System Administration" course. So why can't that be a
second elective ?
Other FOSS topics should better be as general as possible - ie, not
just talking about Linux and not just specific to any particular
application. That will tie them to those particular applications -
same as what M$ had been doing.
Many of these students may be more interested to write free software
for windows. (This may not sound pleasant in ILUGC list, but this is
the reality. Sometimes, limiting discussion to just linux and linux
related stuff can keep out some students. The aim here is FOSS
promotion - not Linux promotion).

This is not enough. In my opinion there should be a thorough
discussion on the Licencing issues. A good comparison of not only
FOSS licences, but also proprietary licences (and semi proprietary
licences). This is important since this _is_ what makes the
difference between FOSS and any other Proprietary software. I would
suggest 4 or 5 hours - with some case studies.
Also missing in the draft syllabus is a discussion on *The Economics
of FOSS* - in short, how to make money with FOSS.
Misunderstanding/misconceptions prevailing in this area makes many
people run away from FOSS. Here also we can have some case studies -
each student can analyse the business model of one company like
RedHat, etc. Or we can just put this as a case study by students and
then them presenting - with no classroom teaching by teachers.

I think this will be the most difficult issue to be agreed apon by any
University. But it should be radically different from our traditional
examinations.
