You probably want to talk to Mahesh Shantaram. He filled out some
application form filling out "no religion", and when it was not accepted, he
got a stay order from the Bombay high court affirming that he was of no
religion. He is at http://www.techrose.org/

IIRC, he got a certification from a Bangalore court stating he had no
religion, when he was a BSc student at St. Joseph's here. This was circa
1996. My memory is hazy, Mahesh himself is a better person to ask.
