We use openoffice and I am sure we can "save as" an excel file, but what do
novice computer users do/think when they see this user guide?
AFAIR, they use some macros in the Excel file that is available in their
web site. These macros do some calculations once the basic fields are
filled with appropriate values. That's why the requirement states
Windows and MS Office as requirements. If you are good knowledge of
doing calculations yourself on paper or have a dependable CA to help you
out with the numbers then you should be able to open the Excel file in
OpenOffice, fill in the numbers without using the macros, save it as
excel and upload it to their website. I also remember reading that your
Form 16 submitted along should be digitally signed. Due to all these
complexities, a mere mortal tax payer will prefer spending 200Rs for a
CA who does all these work, including filing tax returns and getting you
the acknowledgment (let them too make a living ;-).
