I agree with the points you make about HR people and
project managers.
All the above points would hold for college graduates.
What about uneducated( or 10/+2 pass )/ unemployed
people who aspire for an IT career ?
People who are seeing a computer function for the
first time ?
How long will it take you to teach them
Perl/Python/CGI scripting/Kernel Hacking ?
Do you have the patience ?
Will they have the patience ?
As Joe Steeve said, imparting basic IT education is
not possible by ILUGC *yet*.
We have to "educate" the "intellectuals" regarding
FLOSS and then move down the knowledge ladder.
I suggest you do a Google search for "Linux
Extremadura", Extremadura is the third poorest region
of Europe which has managed to have 100%(almost) GNU
Linux based Computing Infrastructure for the whole
region.Now they have a good percentage of their youth
employed in regional IT companies.
That's one success story, succesful because the
government backed the drive whole-heartedly.
This happened because the top-level administration was
FLOSS educated.
Then there's Munich, which began their Linux Migration
with much hype but failed and are now contemplating a
move back to Proprietary Software. Why? The top-level
was not fully FLOSS educated.
