Well, your logs say otherwise. What does:
nmap -n -sU -p 500 [remote-gateway's-ip-address]
say, when run on both gateways? (Nmap above needs to be run as root).

500/udp open|filtered isakmp on one end (one when i restarted the ipsec)
nothing fropm the other end
