The possibility that the OP is using an embedded or diskless
computer could not be far fetched, given that he's posting from
a Midas Comm email ID.

RedBoot and uboot are bootloaders usually found on embedded devices
and they both have tftp client functionality built into them for
downloading images via network. The OP would be using a similar
bootloader.
If you want to have a simple ftp client like functionality built into
a embedded device's bootloader program tftp makes sense.
