When I was in chennai I used to use iitm mirror and it was faster than
ftp.us or somesuch. But from bangalore, it does seem a bit slower than
ftp.us so I dont know what state it is in. However, are you sure you
did apt-get update before the upgrade?

You can simply setup the http_proxy environment variable, like:
export http_proxy='proxy.whatever.your.domain:<port>' (of course, port
is optional).
