This didn't work last time I tried it (admittedly 8 or 9 years ago, and
between Mentor BS and Allegro).

I'm not sure...but they are worth a try.  I've always wondered why if I can
get a board (say, from PADS) into Specctra (or from Allegro), that I can't
get it back into the other tool...I've never tried it, but have been told it
doesn't work.
 
Mentor offers a Protel to PADS conversion utility, and I could then ASCII
out from PADS into Allegro is the one I was going to try.

Protel DXP 2004 will allow you to Save As either
Specctra Design File (.dsn) or a SDRC-IDF Board file (.brd)
Will either of those work?
