Check your parameters if you have the parameters set for thermals on
surface pads it will not fill.
Either change the parameters on the shape to "ful lcontact" or add the
property to the pin.

I can't tell from the pic how far down your plane shape ends. I've had
this happen to me, and extending plane shape well into the pin seemed to
fix it.

Allegro Studio 15.2 - Notice the third pin from the left in the picture
below - the pin is 12 mils wide - the shape fill line is 5 mils wide -
the pin and the shape fill are the same net - the shape thermal relief
is set to full contact - the red line is the shape border

I can add a 10 mil trace from the pin into the shape fill with no DRC
error.

Why the no fill into the pin? I expect it is something simple I am
overlooking.
