On that same screen is "automatically reference placed parts" you probably
want to turn it off too.
The preserve on copy showed up relatively recently. I would have expected
10.3 to have it. I'm in Design Capture CIS 15.5.1 (The allegro
installation, not the orcad installation) and I have it. It was also
present in 15.5.
The preserve on copy only matters if you did a "COPY" if you do a "CUT" then
it should keep the refdes anyway.
Alternatively, copy the entire page from one schematic to the next instead
of cutting/pasting the stuff on the page.

don't have preserve Reference on Copy.
