I think with some text and/or excel work it can be modified to be used with allegro.

I've done this for MBS netlist.
You need to to build device types for it too.

I was hoping someone out there has successfully loaded a cadstar netlist
into an allegro board file... If so, could you share what steps you took?
If not, has anyone heard of a translation program or other method for doing
so?
