Short answer: Nope.
Long answer: also nope.

There is only one color for ratsnest lines.
If you hilite the net the rat will hilite the same color
but with stripes of the hilite color. I would suspect
that you have already seen this.
There is no layer oriented coloring for rats.

On the other part, you would need to make a list
and select the nets for ratting in order. Not sure how
you would do that exactly. It would take some experimenting...
