This is a known issue and EasiWriter has always worked this way. The
structure model says that the figure caption inherits the properties
of the enclosing structure, which is a sublist, i.e., it inherits the
bullet. I agree that it is hard to imagine a situation in which this
would be useful, so it should be changed.
