I have tried that, and I am lucky if it charges 2 percent in a hour and a
half, but if it is on when plugged into the computer, it might charge 20

I believe you are right.  If the icon is connected, it will take it's power
from the pc whether on or off, I am certain.

Try check battery status, turn off icon leve it connected to the computer
for about 30 minutes and then turn on icon and check battery status.  I
think you will find that it did charge.  I'm not sure about this, but it
might charge a little slower connected to the pc than it does connected to a
wall  outlet.
