We have to look further whether any rule is stated or implied. Throughout
IBIS Version 7.0, a different directory path defines different content, even
if file names are the same.
[Interconnect Model]s within an [Interconnect Model Set] can share the same
name and have different content because the name is not used. For example,
it is legal to name all Interconnect Models as "[Interconnect Model] abc"
regardless of content.
There may be unstated but implied technical name restrictions when
Aggressor_Only tags are added. For example, would the example in Figure 48
work if both [Interconnect Model]s have the same name?

[Interconnect Model Set]s can have the same name as long as they are in
different files (including .ibs). The [Interconnect Model Group] set file
referencing syntax allows for same-named sets in different file including
"NA" for the .ibs file. (See examples on page 36.)
[Interconnect Model] within an [Interconnect Model Set] should have the
different names (for error reporting) but the [Interconnect Model] name can
be used again in a different [Interconnect Model Set] even if it describes a
totally different [Interconnect Model] or its connections. However, I
cannot find a rule that states this.

I wonder if we spelled out any rules on the name arguments of the
[Interconnect Model Group], Interconnect Model Set] and [Interconnect Model]
keywords. I can't find any such rules in the
v7.0 IBIS specification. While some of these requirements may be obvious, I
think there are some gray areas too.
For example, it seems to be obvious that the name of the [Interconnect Model
Set] keywords have to be unique if they are located within one IBIS file,
but I am not sure what should be the rule for the case when they are in
separate .icm files. It seems that two .icm files may have identical
[Interconnect Model Set] names, because the group keyword references them
with file name / set name.
Similarly, what is the requirement for [Interconnect Model] names? Can we
have two of these keywords with the same name in two separate [Interconnect
Model Set] keywords? Or do they have to be unique, even if they are in
separate set keywords?
I apologize if this is all written out in the spec, but I can't find it at
the moment.
