I think the date should be either the day when you submit it or
the 27th (the date of the first Open Forum meeting in which we
introduce it). The 28th is Saturday, why?...

Subject: [ibis-interconn] IBIS Interconnect BIRD Draft 48 (two versions)
Per the discussion in today's IBIS Interconnect Task Group meeting, please find
enclosed Draft 48 of the IBIS Interconnect BIRD proposal. Very few changes
have been made since the recently-circulated variants on Draft 47.
Two copies have been created: one with change tracking on and changes clearly
shown; the other with all changes accepted, to facilitate fast submission as a
BIRD.
Also as discussed today, if there are no major changes required to the
document, there is strong interest in submitting this version to the Open Forum
for Friday's teleconference as a formal BIRD. To that end, please review the
document and provide any comments or suggestions for changes before end close
of business (US Pacific Time) Thursday, Jan. 26.
