A more subtle point is how to compare Vpad below with measurements such as
VinL and VinH. There is a simple answer if [GND Clamp Ref]=0.

VinH could be more challenging, here are some options

To clarify your question on DUT vs DIA; I will explain it separately for
the [Power Clamp] and [GND Clamp] IV Tables.
All voltages are relative to a simulator reference Node (e.g. 0, but does
not need to be 0).
Vpad is the voltage at the I/O pad
Vtable is the voltage used in the IV table in the IBIS file
[GND Clamp Reference] is the voltage used to make the [GND Clamp] IV
Table.
[POWER Clamp Reference] is the voltage used to make the [POWER Clamp] IV
Table.
gnd_clamp_ref is the rail voltage actually supplied to the device GND
Clamp Circuit.
power_clamp_ref is the rail voltage actually supplied to the device POWER
Clamp Circuit.
For [GND Clamp] ("VSS Relative")
DUT Vtable=Vpad-[GND Clamp Reference]
DIA Vtable=Vpad- gnd_clamp_ref
For [POWER Clamp] ("VCC" Relative)
DUT Vtable= [POWER Clamp Reference]-Vpad
