Bob,
I do not think column B is ever used as a Terminal Name. Since all
pictures, and descriptions in IBIS are of a DUT, then whenever column B is
used it is used as the voltage applied to the terminal.
There is no picture in IBIS today that describes a DIA, so putting the
value applied to a terminal of a DUT is perfectly OK.
So an introductory paragraph in IBIS clarifying that the standard
describes conditions of a DUT (with the exception of a new section
describing connecting a DIA).
The introduction also needs to clarify that the string "GND" is used
sometimes in the context of a reserved Model Name, and sometimes to refer
the reference node when doing simulations or measurements to determine the
data that is reported in the IBIS file. When I reviewed all occurrences of
GND in the document the meaning of "GND" was always clear in the context
of how it was being used. This last statement could certainly stand for an
independent review by others in this committee.

Yes. However, Column B is also used (perhaps incorrectly) as a terminal
name and also as a voltage reference.
See Figs. 11, & 16 where both interpretations could apply.
Since both contexts are actually useful, we could have both column B and
column designations in the same general reference models (with or without
split C_comps). E.g., power_clamp_ref terminal and [Voltage Range] or
[POWER Clamp Reference] value.

Thank you for putting this together! To clarify...
All of the columns describe terminals (nodes) or rails here EXCEPT for
two.
Column A refers to tables of I-V data using the other references. Column
B contains the names of *explicit voltage numerical values* which only
imply the existence of corresponding rails.
Would you agree?
