helloit kinda depends, if it's a music background it's nearly impossible. but if it's noise, like backgrind noise of some environment, there is always a noise remover, or remove noise feature on gold wave or audacity or cakewalk sonar. however, cutting a sound out of something else in a already compressed file like wave/mp3/wm is impossible.
