Ok, I don't see my first message so I will send this one to clarify.
I thought I could use sight_range_mod as the sight_range in and of itself, so 
that sensors  on a ship would work would dictate the range.
I guess it doesn't work if there is no sight_range flag at all, so that was 
what happened. I added a sight range of 1 to everything and now it all works 
when activated, but not passively.
