A few things to try:
1. If you're using a wire cage or D-trap, try a Hall trap instead. I think
being able to see clear through the trap makes some birds less reluctant to
enter.
b. Put the feeder in a dummy trap and come back when the bird starts using it.
iii. I had a RUHU once that simply would not use a feeder until the last
flowers froze. It took two months, but eventually the host called, I hustled
over, and the bird was trapped in a few minutes.
