The manual, in chapter 3.4, instructs users to use /etc/hosts for HIT-IP
mapping, and makes no mention of /etc/hip/hosts. It has also previously
been bug 715, so clearly somebody thought it was worth implementing at
one point.

/etc/hip/hosts is actually HIPL specific. The other implementations do not introduce such file but we wanted to introduce it for people who wanted to keep their HITs and LSIs separate from routable IP addresses.

The benefit of having HITs and LSIs in /etc/hosts is that you don't have to run the DNS proxy at all.
