Are you using a custom kernel on the Fedora?

Needless to say that, if two distros/platforms have a different way
(built-in/module) of including at _least_ one "module" in their default kernels,
than the best approach is to revert my commit and to add back xfrm_user to the
list.

This solution at least provides some warning on systems with no xfrm_user
functionality while not breaking the hipd startup on those that have it as
built-in.

Ubuntu/Debian has xfrm_user as a module. Vanilla Fedora has it built in.

Module loading is not enforced anymore.
