This solution at least provides some warning on systems with no xfrm_user functionality while not breaking the hipd startup on those that have it as built-in.
Ubuntu/Debian has xfrm_user as a module. Vanilla Fedora has it built in. Module loading is not enforced anymore. P.S. Sorry for the hasty log messages.
