The bylaws state that transient guests are not allowed. This is why Airbnb is
not allowed. I am pretty certain that sheltering homeless people would be
considered transient guests and is forbidden also.
Keep in mind that activity first has to be noticed and then documented before
action can be taken. The community seems to just now have taken notice of it
over the last couple of days and we are documenting it now, as a community,
with these updates.
Even with the documentation, though, the board's only legal power may be to
fine the owner. Alex stated he will check with CMA to determine if more can be
done. How about we give the board time to assess the situation and figure out
what other options, if any, they have? I know we all want a swift remedy but it
may end up being that fining is all the board can do at this moment.

While the bylaws definitely never contemplated a homeless shelter being run on
property when they were drafted, try looking at the covenant related to
transient tenants in the meantime.
