What do you mean by "completely reimplementing it". The algorithms they are
using need to be totally changed, or can I use the same algorithms but with
different code?

It depends on what you mean by "use it". If it is GPLed and not LGPLed,
you can't without completely reimplementing it. If it's LGPLed, you can but
it has to be dynamically linked. Otherwise if it's some 3rd party
application that is stand-alone, you can port that without any problems.
