I'm OK with that. I propose to establish a new role for language 
managers for the site, enabling them to create users&passwords. It's up 
to the language managers to evaluate applicants to make sure they're up 
to it. Maybe provide of 2 or 3 blocks of a document and have them 
translate those before granting write access.

In the update of the introductory text I mentioned the need of minimal 
HTML knowledge. All you really need is to recognize what belongs to a 
tag and what is translatable contents. The block-translating is really 
easy as pie.
Authoring new documents, however, demands a bit more HTML knowledge. 
But we're dealing with translations for now.
