Is this a right-click context menu? If so, then I'd say it shouldn't
be related. If it's a left-click popup menu then it makes perfect
sense that it'd be linked to the double click speed, it'd have to wait
for the double click time after the first click to make sure that it's
just a single click (to bring up the menu) rather than a double for
some other function.
