No, this change really doesn't make any sense; we want to build
against the public PCRE headers for a specific version. Pe depends on
pcre, so pe-develop depends on pcre-develop.

+1, it was just a workaround because I could find no way to get pcre.h
and precposix.h recognized quickly and I wasn't certain of the code's
state, so I just copied the files into the source directory and got rid
of the pcre.h check. I only included, as I said, for full disclosure
about what I did to compile the program in case someone wanted to use
the package.
Also, why doesn't pcre from HaikuDepot have a developer variant that
includes the headers? Or did I just miss it?
