I don't know why this was in there -- possibly for older machines
that couldn't do their fullscreen resolution at 60fps? Which doesn't
make a lot of sense, since there's a frame-limiting option too.
Sure it does make sense; those are two very different things. Between a
low resolution, and a low frame rate, I'd always choose the former.
It's for older machines, indeed, and since there are still many of those
around, I'd be all for keeping that option for the next few years.
