IMHO, Time is for setting the actual time and time zone. Locale is for influencing the formatting only, including 12 or 24 hour clock. And the Deskbar should only include display options, like short or long, with or without seconds, not anything system wide. I think placing a link to change the time (Time preflet) like its already done is useful. Placing a link to the formatting is absolute overkill. The Locale settings are set at first boot time, IIRC including the 12/24 hour setting (at least they should be), there really does not need to be a link in the Deskbar settings to the Locale preflet.
