I would never think of opening deskbar prefs when trying to set the clock. I wouldn't look in the Locale preflet either. So I'd find it where I'd look for it, in the time preflet. I think this works very well.

The formatting options might be moved around, but again, putting them in the locale preflet just matches what others OSes do, so I think it's quite expected to find them there.

Buttons like this tend to be used a lot in Windows control panel. For example, screensaver lets you open power settings toset the deep sleep modes, network settings lets you open the hardware settings of the card, and there are many other cross links. The result is you always get lost, because you remember these shortcut path and try to make sense out of them. You can now adjust power management settings from... the "Appearance" section in Windows ! Does that make sense ? Would you really go there to look for it ? I don't think so. Ok, it's related to the Screensaver, but, it's something else, and you have to look elsewhere.
